Developed by the FPC Fraud Information Sharing Work Group &#x28;FISWG&#x29;, the new report explores the results of its inaugural Faster Payments Fraud Survey, offers insight in comparison to non-U.S. geographies, and provides a global context of faster payments and fraud.&#xd;&#xa;&#xd;&#xa;In July 2020, the FPC published the Examining Faster Payments Fraud Prevention white paper, examining the current fraud themes and trends, and approaches for mitigating these risks in a faster payments environment. As follow up to the paper, the FISWG conducted an industry survey in August 2021 to gather more details on actual types of fraud occurring in conjunction with faster payments, how the fraud is being tracked, and preventative tools implemented to protect against fraud. The results of the survey were later analyzed to identify commonalities, outliers, and similar findings of interest, and consolidated in the 2021 Faster Payments Fraud Survey and Report.&#xd;&#xa;&#xd;&#xa;&#x22;Both faster payments and fraud continue to evolve as new technologies and opportunities present themselves,&#x22; said Andrew Haskell, Director&#x2f;Product Line Manager at BNY Mellon and Fraud Information Sharing Work Group Chair.&#x26;&#x23;160&#x3b;&#x22;In response, this inaugural Faster Payments Fraud Survey and Report is intended to provide insight into fraud trends and mitigation techniques in the United States and abroad, and synthesized findings from a survey of FPC members. This is a valuable tool for faster payments providers and users alike, with future iterations remaining abreast of market changes.&#x22;&#xd;&#xa;&#xd;&#xa;The FPC&#x27;s newest industry resource begins with an international perspective, then shifts focus to the United States and results from the 2021 survey. As part of the development process, domestic and international research was conducted to detect what fraud trends emerged after launching faster payments, statistics on fraud &#x28;if available&#x29;, and what mitigation techniques were employed. These insights served to inform the survey design and to understand lessons learned from other faster payment system deployments globally.&#xd;&#xa;&#xd;&#xa;&#x22;It was a real pleasure working with this team on such an important&#x26;&#x23;160&#x3b;topic. The survey confirmed the types of fraud and scams being experienced in the United States follow a similar pattern to other countries,&#x22; said Deborah Baxley, Partner at PayGility and FPC Fraud Information Sharing Work Group Vice Chair. &#x22;One goal of our survey is to highlight faster payments fraud mitigation techniques that will help the entire industry.     <title>Building Resilience with Faster Payments</title>

    <description>Each year in February, we celebrate America Saves Week, an effort aimed at encouraging consumers to commit to saving. This year&#x27;s event, which we recognized February 21-25, focused American consumers on &#x22;Building Financial Resilience.&#x22;&#xd;&#xa;&#xd;&#xa;According to America Saves, &#x22;being financially resilient is more than having access to money&#x3b; it includes being conscious of your own financial landscape, being aware of available resources, and being willing to seek out and take advantage of opportunities that will support and increase your financial wellness.&#x22; While all of these are important, having a clear understanding of your personal financial situation might be the most critical to long-term financial resilience. And faster payments can be a key component to ensuring American consumers have the most accurate picture of their financial environment at any given time.&#xd;&#xa;&#xd;&#xa;How&#x3f; Well, in order to understand how faster payments can help, it is important to first understand the why. In today&#x27;s banking environment, transactions can hit accounts at varying speeds. Some transactions may take minutes to post, while others could take longer. This can create confusion for consumers, as the assumed amount of funds in their account may not align with the actual available amount. This, in turn, can cause consumers to overdraft accounts, incurring fees. According to data, 33&#x25; of consumers paid at least one overdraft fee in 2020, amounting to &#x24;15 billion in overdraft fees. &#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;It&#x27;s a significant problem for American consumers. And what&#x27;s even worse is it disproportionately affects those consumers who need the most help. According to one study, 95&#x25; of the overdraft fees consumers paid in 2020 were charged to people described as &#x22;financially vulnerable and financially coping,&#x22; or categorized as households &#x22;defined by their struggle to spend, save, borrow and plan.&#x22; These types of households averaged roughly 10 overdrafts in 2020, paying nearly &#x24;234 per household in overdraft fees.&#xd;&#xa;&#xd;&#xa;It&#x27;s these financial challenges that can severely impact consumers&#x27; ability to save and build financial resilience, especially the financially vulnerable. But this is where faster payments can come into play. Faster payments can provide the means to address and solve for the struggles that arise when consumers don&#x27;t have the most accurate view of their finances.&#xd;&#xa;&#xd;&#xa;And this is how. Transactions using faster payments can move instantly. Funds and details can be cleared and settled in real-time or near real-time allowing consumer account details and information to be updated just as fast. This can give American consumers a continually accurate and up-to-date view of their financial landscape. Consumers don&#x27;t have to guess or assume their account balance. They can have certainty and confidence in knowing what is there is a precise reflection of what is actually available. This assurance can significantly reduce the occurrence of overdraft fees, potentially freeing up funds that can be directed towards savings, which can support consumers, particularly the financially vulnerable, in building financial resilience.&#xd;&#xa;&#xd;&#xa;Being cognizant of your financial landscape is a key component to long-term financial resilience. And faster payments is a surefire way to ensure consumers have the most accurate view of that landscape.     <title>Seeking More&#x3a; Faster Payments in the U.S. and Beyond</title>

    <description>This month, the FPC released the results of the third installment of the Faster Payments Barometer, the annual survey that gauges progress and perceptions around faster payments, use cases, trends, and challenges. Each year, the survey is telling&#x3a; always providing an accurate pulse on where the industry stands with regard to faster payments in the United States. 2021&#x27;s results spoke loudly, showing us that the industry is doing more but also wants even more when it comes to ubiquitous faster payments.&#xd;&#xa;&#xd;&#xa;For example, 84 percent of organizations view faster payments as a &#x22;must-have,&#x22; up nearly 10 percent from 2020, and 86 percent of organizations now report using or enabling faster payments. But organizations aren&#x27;t stopping there&#x3b; they&#x27;re planning to grow their offerings&#x3a; The Barometer revealed that 85 percent of organizations have plans to implement at least one additional faster payments system within the next two years.&#xd;&#xa;&#xd;&#xa;According to the 2021 Barometer, the industry also has its sights set on faster payments beyond the United States, with real-time, cross-border payments serving as a chief point of focus. Given the near-universal use or enablement of domestic faster payments, it is not surprising that the industry is turning its eye toward real-time cross border payments. Cross-border payments is a massive market, with global cross-border payment flow projected to top &#x24;156 trillion this year. Representing a significant portion of payment value, cross-border payments need immediacy, and the idea of clearing and settling those transactions in seconds is attractive to all payments organizations. That, combined with the fact that we are making great strides in advancing U.S. faster payments, probably plays a major part in why the Barometer indicated almost 90 percent of organizations believe the United States should implement cross-border payments within the next five years.&#xd;&#xa;&#xd;&#xa;Faster cross-border transactions have been and continue to be an important component of our faster payments advancement journey, which is why they are a central part of FPC work. Our Cross Border Payments Work Group has been working diligently on efforts to grow understanding and progress around faster cross-border payments. Last year, the Group released its Cross-Border Faster Payments white paper, which addressed use case and experience requirements for cross-border faster payments, along the dimensions of speed, cost, ubiquity, transparency, and risk. It also identified interoperability approaches, along with associated settlement schemes that are necessary to create a world-class cross-border payment system. The Group is currently working on its next industry resource, which will provide an overview and perspectives on the role of Central Bank Digital Currencies and cross-border faster payments. &#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;And other industry participants and FPC Members are working towards real-time cross-border payments as well. Late last year, EBA CLEARING, SWIFT and The Clearing House &#x28;TCH&#x29;, announced an initiative called Immediate Cross-Border Payments &#x28;IXB&#x29;, which would enable instant payment settlement and real-time messaging between two systems. A number of U.S. financial institutions are participating in the initiative, which could provide FIs of all sizes an efficient solution for faster, cross-border payments, and serve as a significant step towards advancing real-time cross border initiatives.&#xd;&#xa;&#xd;&#xa;These efforts and the results of the 2021 Faster Payments Barometer have shown us that as an industry we&#x27;ve made significant progress. But there is a strong desire for continual advancement to achieve faster payments in the United States &#x26;&#x23;8211&#x3b; and beyond &#x26;&#x23;8211&#x3b; and a resistance to settle for anything less.&#xd;&#xa;&#xd;&#xa;At the FPC, we won&#x27;t settle either. We&#x27;ll continue to work through our Work Groups and with the greater industry to address the challenges and barriers that impede faster payments advancement here in the United States and across the borders. The FPC conducted the latest survey of payments system stakeholders to gauge progress and perceptions around faster payments, trends, use cases, and challenges in the United States.&#xd;&#xa;&#xd;&#xa;The 2021 Faster Payments Barometer was broadly circulated to the industry at large and received responses from a wide range of payments stakeholder segments including financial institutions, core processors, payment network operators, business end users, acquirers, fintechs, and more. The survey was conducted last Fall.&#xd;&#xa;&#xd;&#xa;This current installment of the Faster Payments Barometer illustrates that faster payments adoption continues to rise. In fact, 86&#x25; of respondents&#x27; organizations use or enable faster payments and 85&#x25; are planning to implement at least one additional faster payments system within the next two years. Further confirming the use of multiple faster payments systems are a necessity, 84&#x25; of those surveyed consider them a &#x22;must have&#x22; for their organization, up nearly 10&#x25; from the previous year.&#xd;&#xa;&#xd;&#xa;The Barometer results show that faster payments interoperability will be a key for success with most respondents &#x28;96&#x25;&#x29; stating they believe it is somewhat to very important. Continued innovation such as real-time, cross-border faster payments will be critical as well with 90&#x25; of organizations believing the United States should implement cross-border faster payments within the next five years.&#xd;&#xa;&#xd;&#xa;&#x22;Now in its third year, results from the Barometer study always provide an accurate pulse on where the industry stands with regard to faster payments in the United States,&#x22; said FPC Executive Director Reed Luhtanen. &#x22;This year&#x27;s survey revealed that as an industry we&#x27;ve made significant progress, but there&#x27;s a strong desire for continual advancement to achieve faster payments in the United States. Financial institutions cite their top three challenges as high upfront costs&#x2f;implementation complexity &#x28;63&#x25;&#x29;, lack of ubiquity&#x2f; interoperability &#x28;58&#x25;&#x29;, and lack of directory services &#x28;38&#x25;&#x29;. Businesses also list high upfront costs&#x2f;implementation complexity &#x28;42&#x25;&#x29; and lack of ubiquity&#x2f;interoperability &#x28;46&#x25;&#x29; as barriers with lack of provider support &#x28;54&#x25;&#x29; as their top challenge.&#xd;&#xa;&#xd;&#xa;Not surprisingly, these challenges are impacting satisfaction with faster payments progress in the United States.     <title>The FPC in 2021&#x3a; Much to Celebrate</title>

    <description>At the start of any new year, it is only natural to reflect on the events that transpired over the past 12 months. While, as an organization, we faced a number of challenges with COVID&#x27;s lingering impacts, through strong and persistent Member support, the FPC continued to advance our agenda in 2021, and as such, has much to celebrate, as we look to 2022.&#xd;&#xa;&#xd;&#xa;Industry Education&#xd;&#xa;With FPC Member help, we continued to provide the industry with resources and educational materials to support faster payments adoption and advancement. We launched seven new white papers and reports, including the Cross Border Faster Payments White Paper and Why Interoperability is Important for Faster Payments report. We also published a Solutions Provider Catalogue, which details the available faster payments solutions, products and services offered by FPC members. The catalogue lists solution&#x2f;product names, descriptions of solutions&#x2f;products, method of clearing for the faster payment solution&#x2f;product, and more. It really provides a simple overview of available faster payments options in the market today. Also in the coming weeks, our Directory Models Work Group will be releasing a new infographic, Making the Case for an Interoperable Directory to Facilitate Faster Payments, which takes both of its 2021 papers on directory models for faster payments and reduces the content into easily digestible tidbits for better industry understanding.&#xd;&#xa;&#xd;&#xa;And earlier this year, we launched our podcast, &#x22;Off the Rails from the U.S. Faster Payments Council.&#x22; The podcast features monthly interviews with payments industry leaders discussing some of the most important faster payments topics affecting our industry. To date, the podcast has had more than 1500 downloads, and as a result of the success, in 2022, we will be increasing the frequency from monthly to bimonthly.&#xd;&#xa;&#xd;&#xa;Member Education&#xd;&#xa;We also continued to keep Members in the know, with Member-specific activities and events. This year, we held two Member Meetings, albeit virtual, still fruitful with 28 hours of education and networking, 75 Member and guest speakers, and more than 700 attendees across both events. We are planning to resume in-person meetings in 2022, with our first meeting planned for March 3-4 at the Loews New Orleans, with some new twists on how education is delivered to keep meetings more interactive. If interested in participating, please visit the FPC site to register.&#xd;&#xa;&#xd;&#xa;In addition to our Member Meetings, we hosted five Town Hall events, with the most recent on the preliminary results of the third annual Faster Payments Barometer Study. The 2021 installment of the Study will provide insights into progress and perceptions around faster payments, as well as industry views on value-added services around faster payments and potential future enhancements. Results will officially be released in early 2022.&#xd;&#xa;&#xd;&#xa;Member Engagement&#xd;&#xa;We also helped ensure our Members remain engaged. To that end, we added a new Work Group, Secure Instant and Immediate Payment APIs, to our seven existing ones. And we established Microsoft Teams as a new membership engagement channel that&#x27;s leveraged across all the FPC&#x27;s Work Groups and other committees and Board. I wholeheartedly believe it is these efforts, along with our commitment to education, that the FPC now sits at 170 plus Members strong and growing.&#xd;&#xa;&#xd;&#xa;So, yes, we have a lot to celebrate. And while our journey is far from over, we are making the steady and necessary progress to get us to ubiquitous faster payments for all. It is the FPC Members&#x27; dedication and commitment, knowledge and understanding, and inspiration and passion for faster payments that continue to fuel the organization and our mission.&#xd;&#xa;&#xd;&#xa;But we need more. As stated earlier, we are not at the finish line. We need a considerable and diverse membership base to represent the diverse nature of our industry. With strong and varied representation, we can ensure the various needs of the industry are addressed to achieve ubiquitous faster payments.     <title>Taking on Cross-Border Faster Payments to Meet Newfound Consumer Expectations</title>

    <description>&#xd;&#xa;Today&#x27;s consumers want fast, easy, digital transactions. It is now what they are accustomed to with the seamless and easy nature of services such as Airbnb, and what they demand, given the safety concerns brought on by the pandemic. And while we are making significant progress towards creating a faster, digital payments experience for domestic transactions &#x26;&#x23;8211&#x3b; with real-time payment growth expected to increase from 734 million in 2019 to 4.2 billion by 2024 &#x26;&#x23;8211&#x3b; cross-border faster payments is an area that still needs some work.&#xd;&#xa;&#xd;&#xa;Today, cross-border transactions represent a trillion-dollar market. Data suggests that total global cross-border payment flow will top &#x24;156 trillion by 2022. While it represents a significant portion of payment value, cross-border transactions can be complex, involving a number of different players, can take some time to reach the intended recipient, and lack interoperability. But with volume and value of these transactions only expected to increase, cross-border faster payments are easily the next payments pain point ripe for solving.&#xd;&#xa;&#xd;&#xa;At the FPC, we are tackling this issue head on. We have established a Cross Border Payments Work Group, and the work of these dedicated FPC Members has already resulted in the release of our latest white paper, Cross-Border Faster Payments. The paper addresses use case and experience requirements for cross-border faster payments, along the dimensions of speed, cost, ubiquity, transparency, and risk. It also identifies interoperability approaches, along with associated settlement schemes that are necessary to create a world-class cross-border payment system. While the paper does not prescribe the specific interoperability approach to achieve faster cross-border payments, it does outline three models that could facilitate cross-border payments of the future, and the pros and cons associated with each of them.&#xd;&#xa;&#xd;&#xa;All signs point to the industry being ripe for this information. In fact, the Financial Stability Board also recently issued a consultative document, Targets for Addressing the Four Challenges of Cross-Border Payments, in which it seeks feedback to help set quantitative global targets for addressing the challenges of cost, speed, transparency, and access faced by cross-border payments. Feedback will be accepted through July 16, 2021, and can be sent to fsb&#x40;fsb.org. Ultimately, final feedback will be delivered for endorsement at the G20 Summit in October 2021 and published.&#xd;&#xa;&#xd;&#xa;Certainly, achieving a seamless cross-border faster payments vision won&#x27;t be an easy task. It will take continued education, dialogue, feedback, and consensus to get us there. As our cross border paper highlights, &#x22;Influential payments industry groups, combined with national and regional bodies that have been driving local faster payments, must come together to agree on methods of interoperability, settlement, and messaging to provide a cross-border faster payment.&#x22;&#xd;&#xa;&#xd;&#xa;The FPC is driving this conversation and addressing other tough faster payments topics. The report is the latest part of a three-year, multifaceted industry study consisting of quantitative and qualitative research, launched by the FPC and Glenbrook in 2019.&#xd;&#xa;&#xd;&#xa;Published the last two years, the Faster Payments Barometer, an online survey of industry professionals, offered insights from businesses, financial institutions &#x28;FIs&#x29;, consumer organizations, and payment providers. Results from both annual surveys indicated that industry stakeholders from across the value chain overwhelmingly believe interoperability is important for broader adoption of faster payments.&#xd;&#xa;&#xd;&#xa;&#x22;Interoperability has been a recurring theme across the FPC&#x27;s work efforts and a hot topic within the industry at large in recent years,&#x22; said FPC Executive Director Reed Luhtanen. &#x22;Both the 2019 and 2020 Faster Payments Barometer studies showed more than 70 percent of stakeholders agree that faster payments system interoperability is important. Many of the interviewees also cited common attributes as integral to achieving interoperability including message formats &#x28;specification&#x2f;data&#x29;, operating rules and guidelines, settlement, and business processes.     <description>April is Financial Literacy Month, when the nation is focused on spreading financial literacy education to help consumers understand how to better manage money. In a time when many Americans are still reeling from the financial impacts of the ongoing COVID-19 pandemic, supporting financial well-being for all consumers, especially the unbanked and underbanked, has never been more important.&#xd;&#xa;&#xd;&#xa;During our Spring Conference earlier this month, we held a session called, &#x22;Faster Payments&#x3a; Accelerating Financial Inclusion.&#x22; Adam Telem, Vice President, Product Management, Mastercard, who moderated the session underscored a key concept being addressed by the FPC. &#x22;It is really critical to think about how we, as an ecosystem, can come together and drive the right financial services for unserved and underserved consumers and small businesses.&#x22; With 106 million financially vulnerable Americans and many weakened small businesses as result of COVID-19, attendees felt the full weight of the statement.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;&#x22;That&#x27;s why the &#x5b;FPC&#x27;s&#x5d; Financial Inclusion Work Group is so important,&#x22; Jay Collins, General Counsel and Corporate Development Officer, Ingo Money, Inc., one of the session&#x27;s four panelists, added. &#x22;There are so many avenues faster payments are in. Bringing together all of these different financial companies and different stakeholders into the Work Group will help highlight all the areas that we need to be working on to help financial inclusion take a step forward this year.&#x22;&#xd;&#xa;&#xd;&#xa;The Financial Inclusion Work Group plans to create a blueprint for leveraging faster payments to accelerate access to the financial system for those unbanked and underserved Americans. The Group will work to showcase and explain how faster payments adoption is part of a holistic approach to advancing financial inclusion and mitigating some or all of the issues, concerns, and necessities of those most in need of financial services.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;While it has a big task ahead of it, the discussion from the recent session provided some guideposts for initial efforts that will make the biggest impact. Panelists agreed that consumer protections, continued education, and efforts to upgrade legacy systems were of paramount importance.&#xd;&#xa;&#xd;&#xa;&#x22;The idea of certainty that comes with a faster payment, which is a benefit in and of itself, also needs to come with robust protections,&#x22; said Christina Tetreault, Manager, Financial Policy, Consumer Reports, another participant in the session. &#x22;We are eager to see these products roll out solving problems, and coming with solutions to people and protections that inspire confidence and will drive greater use and adoption.&#x22;&#xd;&#xa;&#xd;&#xa;In addition to protections, education is also critical. &#x22;Education is key in the space to let people know what is going on and how a payment is made and what protections are in place today or possibly in the future,&#x22; said Collins. &#x22;That is a big area you want to focus on when trying to bring consumers into the financial realm.&#x22;&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;&#x22;And there has to be an education of the value of being included in the banking system itself,&#x22; added Carlos Naudon, President &#x26; CEO, Ponce Bank. &#x22;Many underserved are being served with alternative banking means, which are arguably more expensive than they would be through the banking system. There are barriers that need to be overcome. But that is what we can address with education.&#x22;&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;And finally, there needs to be a continued focus on modernization. &#x22;There&#x27;s opportunity for us to take advantage of getting legacy processes and systems out of the ecosystem,&#x22; said Beverly Cole, Senior Director, Global Treasury, Walmart. &#x22;This can be focused on pretty quickly. These are steps that we can take now as we are trying to figure out the long journey. &#x22;&#xd;&#xa;&#xd;&#xa;While I don&#x27;t think anyone would disagree that supporting financial inclusion is a long-term effort, the recent session at the Spring Conference underscored that point once again. There are many components to supporting the unbanked and underbanked &#x26;&#x23;8211&#x3b; people, processes, systems &#x26;&#x23;8211&#x3b; all of which have intricacies and nuances of their own. The group will examine the current state of issues, concerns, and needs of unbanked and underserved consumers and small businesses, in order to develop and inform the industry on a holistic approach to better serve this segment of the economy.&#xd;&#xa;&#xd;&#xa;&#x22;Faster payments stand to offer people the ability to manage their money, track their balances, and make payments like rent and utilities in real time,&#x22; said Adam Rust, senior policy advisor at the National Community Reinvestment Coalition. &#x22;This capability is essential for those households living paycheck to paycheck who need to make payments immediately to avoid fees and other penalties later. But faster is not always better, so we need to get strong consumer protections in place to prevent fraud, loss, and abusive practices.&#x22;&#xd;&#xa;&#xd;&#xa;The Real-Time Recurring Work Group will promote the development and adoption of real-time recurring payment solutions to be used by business end users and financial institutions. It&#x27;s also why we maintain our Faster Payments Knowledge Center, full of historical and current resources and tools to support ongoing faster payments understanding. In our current environment, we have a multitude of players and each has its own set of characteristics, user experiences, and available services and offerings. Our new resource provides a rarely seen, easy-to understand, side-by-side comparison of many of the available, and forthcoming, faster payments networks and their attributes in one comprehensive offering.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;Given the current faster payments environment, with 77&#x25; of organizations using or enabling faster payments, having an accurate and comprehensive picture of the landscape is critically important1.     <description>For most of us, the pandemic has upended our way of life. It has changed our working styles and environments. It has altered shopping habits. It has driven a surge in touchless and remote transactions. And while all of these are colossal shifts for the American people, the one even larger change stemming from the pandemic lies in the transition to faster payments.&#xd;&#xa;&#xd;&#xa;While in the United States ubiquitous instant payments are not yet a reality, the American people, now more than ever, are urgently demanding 21st century digital solutions in all facets of life. Case in point, when stimulus payments were disbursed to assist Americans through the early part of the pandemic, many people received them relatively quickly through direct deposit. But about 34 million people waited a month or more for paper checks, and it is estimated that as many as 35 million are still waiting on payments. In a time when many American families are facing financial hardship, &#x22;waiting on payments&#x22; could have detrimental consequences.&#xd;&#xa;&#xd;&#xa;With systems like The Clearing House&#x27;s Real Time Payments &#x28;RTP&#x26;&#x23;174&#x3b;&#x29; Network now available, faster payments are clearly advancing. But our 2019 Faster Payments Barometer study showed that still was not enough. According to the survey, 50 percent of organizations believed we were gaining momentum in terms of faster payments implementation, but almost 60 percent believed we were not making enough progress.&#xd;&#xa;&#xd;&#xa;Since the release of that survey last year, there have been additional faster payments gains. The Federal Reserve has continued apace with the development of FedNow&#x26;&#x23;8480&#x3b;, an additional real-time payments platform set to launch as early as 2023&#x3b; and countless products and solutions have been developed to support faster transactions. As such, use of faster payments has increased, so much so, it is estimated that transaction value will reach &#x24;905 billion by the end of this year.&#xd;&#xa;&#xd;&#xa;Given these additional advances, and a growing desire for faster payments to address some of the financial hardships provoked by the pandemic, as an industry, we must better understand what it will take for us to expedite faster payments implementation and adoption. As the entities enabling and using faster payments in the United States, we must ensure that we&#x27;re collectively poised to deliver the right solutions at the right time.&#xd;&#xa;&#xd;&#xa;And that&#x27;s why, in part, we&#x27;ve launched the 2020 Faster Payments Barometer study. We are currently soliciting feedback from the financial services industry to gauge perspectives on the state of faster payments in the United States. Results from the survey indicated that bill pay ranked as one of the top three use cases for both FIs and businesses with nearly 60&#x25; of respondents indicating it as a top priority.     <description>Within the faster payments arena, we&#x27;ve got a lot. We have faster payments rails, including The Clearing House&#x27;s RTP&#x26;&#x23;174&#x3b; Network, the ACH Network &#x28;Same Day ACH&#x29;, Visa Direct, Mastercard Send, and soon, a brand-new rail in FedNow&#x26;&#x23;8480&#x3b;. We even have faster payments apps that leverage those rails, such as Zelle, ExcheQ, Venmo, and more making it possible for consumers to send and receive money faster than ever.&#xd;&#xa;&#xd;&#xa;While we&#x27;re well on our way to establishing a thriving faster payments ecosystem, we recognize we&#x27;re still missing a key factor that can contribute to achieving ubiquitous faster payments&#x3a; interoperability. According to the inaugural FPC&#x2f;Glenbrook Faster Payments Barometer, faster payments&#x27; biggest challenge is that systems do not interoperate with each other. 53&#x25; of respondents expressed the lack of interoperability as a key barrier to faster payments adoption. And achieving it is a critical success factor. Almost 80&#x25; of the industry feel achieving interoperability across payments systems is very important if we want to realize the true value faster payments can bring. &#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;But with more than 10,000 financial institutions in the United States, a multitude of products and solutions, and a lack of consistency through standards, achieving interoperability is no easy feat. Respondents to the Faster Payments Barometer are mixed on how best to get there. 34&#x25; believe we should employ Network Operators to achieve interoperability&#x3b; 26&#x25; citied intermediaries&#x3b; and another 21&#x25; indicated a central switch could be the answer. And given the fact that almost half of respondents believe we need to get there in 1-4 years, we have a substantial task ahead of us.&#xd;&#xa;&#xd;&#xa;But there is light at the end of the tunnel. We, as an industry, have done this before. We solved the ATM challenge. Today, regardless of which ATM is used and where a person banks, a person can pull money from or deposit funds into an account from any ATM. &#x26;&#x23;160&#x3b;We were able to create an easy, safe, and seamless experience for the end user because we all came together to make it happen.&#xd;&#xa;&#xd;&#xa;At the FPC, we understand the challenge ahead of us, and we&#x27;re not shying away from it. In fact, we&#x27;re already taking substantial steps toward our ubiquitous future. Our Network Committee, which is comprised of members from U.S. network operators has been tasked with looking at interoperability, and recently shared findings during a members-only Town Hall followed by the release of its first deliverable&#x3a; a&#x26;&#x23;160&#x3b;U. S. Faster Payments Interoperability white paper.&#xd;&#xa;&#xd;&#xa;The white paper takes a comprehensive look at the various models that can connect systems together, such as the Point-of-Origination Model, among others, and how settlement could work in those models. This information provides a consistent level of understanding for our industry on how interoperability can be achieved. It does not prescribe the exact path forward, but it provides the basis upon which we can collaborate and engage in additional dialogue to get us closer to our desired end state.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;While we recognize the road to interoperability might not be easy, with the support of our members and the industry at large, we are up to the challenge. Interoperability in a faster payment system can help achieve seamless processing &#x26;&#x23;8211&#x3b; both sending and receiving &#x26;&#x23;8211&#x3b; of payment instructions across a variety of payment solutions.&#xd;&#xa;&#xd;&#xa;Available in the FPC&#x27;s Faster Payments Knowledge Center, the white paper explores different models that can connect systems together to achieve payments interoperability such as point of origination, network to network, or with an intermediary, and how settlement could work in those models. Settlement is one of the defining characteristics of a payment system because settlement is how the transfer of value from one party to another occurs.&#xd;&#xa;&#xd;&#xa;&#x22;Our Network Committee includes experts from U.S. network operators who are well positioned to deliver objective information to all industry stakeholders about faster payments interoperability,&#x22; said FPC Network Committee Chair Steve Ledford. &#x22;We&#x27;re pleased to present this paper as a first, important step as we build a common understanding of payments interoperability.     <description>Around the world, QR codes continue to explode in popularity as a payments instrument. In China, over the past three years, QR code &#x22;scan-to-pay&#x22; solutions have grown 15-fold, reaching &#x24;1.3 trillion U.S. in the fourth quarter of 2019. &#x26;&#x23;160&#x3b;And globally, 4&#x25; of all consumer transactions leverage a QR code, according to research from Kleiner Perkins Caufield &#x26; Byers, Visa Inc., and GfK. &#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;While many digital payments modalities are gaining traction today, the opportunity with QR codes lies in their ability to offer the optimal &#x22;high-tech-meets-low-tech&#x22; solution. From a purveyor&#x27;s perspective, QR codes require limited investment and preparation&#x3a; no hardware investment required. In fact, friends of mine reported buying lunch from a street cart in India with a printed QR code taped to its side as its only form of payment. And, because you can place a QR code on anything&#x26;&#x23;8212&#x3b;from a utility bill to a food truck&#x26;&#x23;8212&#x3b;you&#x27;re able to simplify the payment interaction. That kind of flexibility speaks to the payer, making it frictionless and creating a consistent experience.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;And, as QR codes have been on the rise internationally for years, they have also finally begun to gain some traction in the United States. So, why do we think QR Codes are about to take off as a way of initiating faster payments&#x3f;&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;With increased consumer and business demands on efficiency and speed, QR codes check a lot of faster payments boxes. They provide an easy interface, offer a layer of tokenization, and take advantage of an existing consumer understanding of the technology. Add in today&#x27;s COVID-19 environment and post-pandemic expectations of continued growth in digital and contactless payments, and the time is right to lean into this technology to advance our mission of making ubiquitous, easy-to-use faster payments a reality for the U.S. economy.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;So, that&#x27;s the intent of the FPC&#x27;s newly formed End-User QR Code Interface Work Group, chaired by Walmart&#x27;s Matt Howarter. The group has been tasked with examining ways QR codes may facilitate adoption and usage of faster payments. This group plans to develop a QR Code interface for use by participants in faster payments transactions&#x26;&#x23;8212&#x3b;one that will enable a frictionless faster payments experience.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;But as the FPC launches this initiative, we do it with the knowledge of the work that has preceded us. From EMVCo&#x27;s specifications to Nacha&#x27;s historical work on QR codes for billers, a number of organizations have investigated the role of QR codes in payments, paving the way for our focus on leveraging this technology to facilitate faster payments solutions. With that in mind, the first deliverable from this FPC Work Group will be an evaluation of what exists, and a review of those codes specifically used to facilitate faster payments in the United States and abroad today. From there, the group will be diving into unique needs around faster payments. What are the necessary components of QR Codes to facilitate a faster solution, and what will it take to get it to market&#x3f;&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;These are the questions the FPC is uniquely poised to address. We intend to be an organization where real-world solutions can be brought to life, and a faster payments QR code interface offers a great starting point. Now it&#x27;s up to FPC members to act on that vision and build the solutions that support the needs of the industry.     <description>Proper tools are an important part of anyone&#x27;s job, and in this new work-from-home norm brought to us courtesy of COVID-19, I&#x27;d guess that we&#x27;re all relying on video conferencing tools and remote connections to advance our organizational missions. &#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;Well, the same holds true for all things faster payments. As we stand on the precipice of a new faster payments paradigm, having the right tools and resources will make all of the difference to widespread adoption. Given the variety of faster payments products and solutions that are available and the changing landscape, the right support will be the difference between success and failure.&#xd;&#xa;&#xd;&#xa;Since its inception, the FPC has recognized the need for tools to support the evolving faster payments industry. &#x26;&#x23;160&#x3b;It&#x27;s one of the reasons we recently launched the Faster Payments Knowledge Center, a one-stop repository for the industry with faster payments research, resources, news, and information to help drive increased understanding of all things faster payments. But it is also one of the reasons our Work Groups are so fundamental to what we do. Our Work Groups are identifying the gaps, challenges, and opportunities around faster payments advancement, and creating the education, resources and tools to help us make faster payments a reality in the United States.&#xd;&#xa;&#xd;&#xa;For instance, our End-User Transparency Work Group has long acknowledged the importance of service providers in the faster payments ecosystem. These providers enable implementation of faster payments products for many businesses and financial institutions &#x28;FIs&#x29;. As such, their understanding of the environment, impacts to their customers and their customers&#x27; customers, and considerations for supporting faster payments into the future is critically important. And it is why the Work Group recently developed and released the Faster Payments Transparency Guidelines for Payment Services Providers &#x26;&#x23;8211&#x3b; Business Transactions. The FAQ-style document was developed to help service providers formulate disclosures, marketing materials, and notifications for business transactions to support increased transparency around transaction characteristics, fees, and the resolution of errors and disputes. The document complements the previously released Faster Payments Transparency Guidelines for Payment Services Providers &#x26;&#x23;8211&#x3b; Consumer Transactions, which provides similar guidance, but in support of consumer end users. These tools have become key resources for FPC members.&#x26;&#x23;160&#x3b;&#xd;&#xa;&#xd;&#xa;We can&#x27;t explore faster payments without touching on the parameters needed to safeguard transactions. The Safety &#x26; Security Work Group has also been busy with development of resources for consumers and FIs. They, too, have developed two FAQ-based educational tools to improve understanding and minimize concern around faster payments. The members-only Consumer End-User FAQs resource serves as a tool FIs &#x26;&#x23;8211&#x3b; and service providers &#x26;&#x23;8211&#x3b; can use to educate their consumer customers about the differences between faster payments and traditional payments. The Financial Institution FAQs resource, which is available broadly in our online Knowledge Center, provides key terms and definitions to support faster payments understanding. In addition, it provides information to help FIs understand the safety and security implications of offering faster payment products and how existing rules and regulations can impact faster payment transactions.&#xd;&#xa;&#xd;&#xa;These tools developed by our Work Groups, and those yet to come, are the resources that will educate, stimulate, and advance the faster payments industry.     <description>According to the results of our recent Faster Payments Barometer Study, 48&#x25; of organizations identify as early adopters of faster payments. While that&#x27;s a healthy number, it demonstrates we still have work to do to reach the goal of ubiquitous adoption that is our target here at the Faster Payments Council.&#xd;&#xa;&#xd;&#xa;With industry discussions on faster payments occurring for some time, you may wonder why those numbers aren&#x27;t higher. &#x26;&#x23;160&#x3b;Our Faster Payments Barometer findings imply that perceived complexity has a lot to do with it. Almost 50&#x25; of survey respondents &#x26;&#x23;8211&#x3b; respondents from across the payments industry &#x26;&#x23;8211&#x3b; indicated complexity and high costs serve as deterrents to adoption of faster payments.&#xd;&#xa;&#xd;&#xa;In some cases, lack of understanding of use cases within an organization or the resources needed to support faster payments adoption may be contributing to this feeling of complexity, and ultimately, may be holding back implementations. Thankfully, at the FPC, education is a key component of what we do. It&#x27;s our mission to help guide industry participants on their unique faster payments journeys and help demystify and simplify developments in the faster payments landscape.&#xd;&#xa;&#xd;&#xa;It&#x27;s a primary reason we partnered with Nacha&#x27;s Payments Innovation Alliance &#x28;PIA&#x29; to launch the Faster Payments Playbook. The Playbook, which is an online educational platform, encourages adoption of faster payments by helping banks and credit unions develop and launch a faster payments strategy.&#xd;&#xa;&#xd;&#xa;Comprised of five modules, the FI Playbook serves as a step-by-step guide that financial institutions can use to make faster payments a reality within their organizations. It simplifies the faster payments decision-making process. For example, the first module sets a foundation by outlining key faster payments terms and their definitions, providing a comparison of faster payments offerings and their attributes, and establishing an understanding of the opportunity faster payments presents.&#xd;&#xa;&#xd;&#xa;The next module walks FIs through their internal infrastructure and capabilities and evaluates external vendor relationships and more. Module III delivers a detailed series of questions and considerations, exploring such important tasks as assembling the right team, developing an environmental assessment, and outlining a tailored strategy. Modules IV and V support implementation, including gaining necessary buy-in and determining the right tools and resources to get staff and customers up-to-speed on their chosen solution&#x28;s&#x29;, supporting a successful implementation.&#xd;&#xa;&#xd;&#xa;Building on the success of the Playbook for financial institutions, the FPC has again partnered with Nacha&#x27;s PIA to develop a version of the Playbook for business end-users and corporates. Its goal will also be to guide them through faster payments strategy development by addressing those opportunities and considerations specific to the business environment.&#xd;&#xa;&#xd;&#xa;Additionally, the Education and Awareness Work Group is working to launch an online Faster Payments Knowledge Center in the coming months. The Knowledge Center will be a one-stop repository for the industry and include faster payments research, resources, news, and information to help drive increased understanding of all things faster payments. Our vision is that the Knowledge Center will become the go-to faster payments resource for anyone seeking more information as they consider implementation.&#xd;&#xa;&#xd;&#xa;Because, at the end of the day, combating perceived challenges or complexities comes back to education. By providing tailored resources, we will increase understanding and clarity across the industry, and increased adoption of faster payments will follow.</description>

Fifty-nine percent of survey respondents indicated that the U.S. is not making &#x22;satisfactory progress toward faster payments adoption.&#x22; Reasons cited for the U.S. being behind included &#x22;existing faster payments systems have not yet reached ubiquity and do not interoperate with one another&#x22; &#x28;53 percent&#x29;, &#x22;high upfront costs and complexity to implement &#x28;resources, operational changes, staffing, etc.&#x29;&#x22; &#x28;48 percent&#x29;, and &#x22;lack of common rules and standards&#x22; &#x28;35 percent&#x29;.&#xd;&#xa;&#xd;&#xa;&#x22;The results from the Faster Payments Barometer suggest there is an appetite to adopt faster payments if the industry comes together to provide a seamless, uniform, and interoperable approach,&#x22; said Kim Ford, FPC Executive Director. &#x22;We believe that the FPC is well suited to respond to this desire and lead the way toward meaningful progress, as we are bringing together a diverse group of stakeholders committed to working in a collaborative, inclusive manner to resolve pain points and move the industry forward.&#x22;&#xd;&#xa;&#xd;&#xa;Industry Support for Interoperability&#xd;&#xa;&#xd;&#xa;Survey respondents were asked how important it is to achieve interoperability across compatible faster payments systems in the U.S. market with a large majority &#x28;95 percent&#x29; stating either &#x22;very important&#x22; &#x28;78 percent&#x29; or &#x22;somewhat important&#x22; &#x28;17 percent&#x29;. Participants were also questioned on what the timeline&#xd;&#xa;&#xd;&#xa;for interoperability among faster payments systems should be&#x26;&#x23;8212&#x3b;half of respondents &#x28;49 percent&#x29; thought interoperability should be attained in 1-4 years and 22 percent selected &#x22;as soon as FedNowSM is implemented.&#x22;&#xd;&#xa;&#xd;&#xa;The Faster Payments Barometer further shows that participants in the payments industry generally agree on some other key aspects. When asked which attributes should define faster payments, 29 percent selected &#x22;directory&#x2f;addressing service&#x22; with 68 percent of those respondents rating it as &#x22;very important&#x22; to their organization. Additionally, a strong majority, 73 percent, felt that dispute resolution should be an inherent feature of a faster payments system.&#xd;&#xa;&#xd;&#xa;Solving &#x22;Everyday&#x22; Pain Points&#xd;&#xa;&#xd;&#xa;Results from the survey illustrate that faster payments are considered a way to improve payment systems&#x27; usability.     <title>FPC Draws Member Input with Town Halls on FedNowSM</title>

    <description>The clock is ticking.&#xd;&#xa;&#xd;&#xa;While responses to the FedNow Request for Comment aren&#x27;t due until November 7, we&#x27;re looking at a significant strategic undertaking&#x3a; we&#x27;re forming recommendations for the first new payments system initiated by the Fed in more than 40 years. With our responses, we, quite literally, are shaping the future of payments. And, that&#x27;s no small task, as I mentioned previously.&#xd;&#xa;&#xd;&#xa;But it&#x27;s important precisely because our input matters. We want to make sure we&#x27;re hearing from our diverse membership base and considering the various roles each of you plays in this faster payments ecosystem. So, last week we held the first of three Town Halls to dive into the structure and operational components of the Fed&#x27;s proposed system.&#xd;&#xa;&#xd;&#xa;Hosted by the FPC&#x27;s Education and Awareness Work Group, this Town Hall offered an opportunity for direct engagement with the Fed, including a robust Q&#x26;A session. We were thrilled to have upwards of 100 of our members on the line to hear directly from Kirstin Wells, principal economist at the Federal Reserve Board.&#xd;&#xa;&#xd;&#xa;Kirstin spoke openly with our membership, addressing questions coming in from our members on topics such as ubiquity, interoperability, and industry collaboration. The Town Hall made it clear that nationwide reach is a key objective for the Fed, with Kirstin dubbing it a measure of success for FedNow.&#xd;&#xa;&#xd;&#xa;In addition, Kirstin emphasized that the Fed would like to understand how our members feel about other proposed characteristics of FedNow, including&#x3a;&#xd;&#xa;&#xd;&#xa;	irrevocability&#xd;&#xa;	additional descriptors that can be included in the ISO 20022 message format&#xd;&#xa;	the &#x24;25,000 transaction limit&#xd;&#xa;	real-time confirmation of the validity of the receiver&#x27;s account&#xd;&#xa;	intraday credit&#xd;&#xa;	access through FedLine&#xd;&#xa;	and auxiliary features such as the ability to make a request for payment, originate a payment with an email address or phone number using a directory, and fraud prevention services.&#xd;&#xa;&#xd;&#xa;We were able to point out that our Regulatory, Directories, and Fraud Work Groups will be tackling these and other relevant topics in their upcoming work efforts.&#xd;&#xa;&#xd;&#xa;Our expansive, hour-long session resulted in a valuable back and forth, with many insightful questions and candid responses from the Fed. As was suggested on the Fed&#x27;s own webinar earlier this month, they are looking to the FPC as a place for collaboration, engagement and discussion. That message came through loud and clear on our Town Hall.&#xd;&#xa;&#xd;&#xa;Yet, with this important first conversation behind us, we know there&#x27;s a need for more focused dialogue around critical issues. To that point, we are holding two more Town Halls for FPC members to dive into hot-button topics in the proposal, specifically&#x3a;&#xd;&#xa;&#xd;&#xa;	Directories and interoperability &#x26;&#x23;8211&#x3b; Members can join us on Wednesday, September 25 at 3 pm ET, when we will have a special focus on these topics.&#xd;&#xa;	Fraud mitigation &#x26;&#x23;8211&#x3b; Members can participate on Thursday, October 10 at 3 pm ET, to explore ways in which we can address the concerns around safety and security.&#xd;&#xa;&#xd;&#xa;These Town Halls are important to the FPC. The feedback we receive will help inform our response to the FedNow Request for Comment, and we encourage you to speak up in these sessions.&#xd;&#xa;&#xd;&#xa;In addition, we will use other forums to gain member insights. For example, this week we will be garnering member input at the MAG Annual Conference &#x28;watch for an upcoming blog post on that event&#x29;. We also will be soliciting feedback from our Work Groups and at our fall member meeting, so there are plenty of opportunities to engage. We hope you&#x27;ll continue to share your thoughts and opinions with us&#x26;&#x23;8212&#x3b;and join the dialogue.&#xd;&#xa;&#xd;&#xa;Because your input matters.
